Bihar cabinet nod to create 1,534 posts

Patna: The state cabinet on Tuesday approved the government’s proposal to create 1,534 posts in various departments.

Altogether 389 posts are for the Indira Gandhi Institute of Cardiology (IGIC) and Indira Gandhi Institute of Medical Sciences (IGIMS), both in Patna, and 134 posts are for two newly constructed community health centres.

Apart from this, 1,000 regular posts of gardeners will be created to take care of gardens of important government buildings and parks in Patna.

“Overall, the cabinet cleared 10 proposals, including four related to the state health department,” cabinet secretariat department principal secretary Deepak Prasad said.

At IGIC, Patna, a grade II special medical officer will be appointed for a mandatory period of five years after which he or she could be transferred to district or Sadar hospitals. The doctor concerned would be from the Bihar State Health Services cadre.

That apart, 42 other posts have been created, including 14 for cardiologists, 10 for surgical cardiologists, eight for anaesthetics, four for pathologists and two for pediatricians, with the remaining ones for administrative personnel, technicians and non-technicians.

Prasad said the creation of new posts at IGIC, Patna, became necessary as work is going on to increase its bed capacity from 145 to 250 requiring additional specialists and other manpower resources. The current strength here is 454 personnel.

As for IGIMS, Sheikhpura (Patna), six posts have been created in the cardiology wing. On the other hand, 73 posts including that of general surgeon, orthopaedic surgeon and anaesthetic — have been created to make the newly constructed community health centre at Jhanjharpur in Madhubani district functional. It has been developed into a trauma centre.

Similarly, 61 posts have been created at the newly constructed community health centre at Khanwan in Nawada district. The posts include that of medical officer incharge and six each of specialist doctors and general physicians.

The cabinet secretariat principal secretary said 1,000 regular posts of gardeners have been created as most of the 1,700 gardeners working in 1990 had retired, which rendered their posts non-existent.

Accordingly, 1,000 new posts had to be created. The creation of new posts of gardeners would entail an estimated expenditure of Rs 30.9 crore. A section of the newly recruited gardeners would also be deputed at important parks which have been developed in the past some years.

The cabinet also gave its sanction to the creation of nine posts in Bihar State Biodiversity Board under environment, forest and climate change department, while the government would bear the Rs 17.5 lakh annual expenditure incurred on the entry point appointment of one additional district and sessions judge at Birpur sub-divisional court.

The state government would also bear the expenditure incurred on making payments to 81 personnel of the Centre engaged under its timely reporting scheme and improvement of crop statistics. The Centre would later reimburse the expenditure involved.
