Case filed 3 months after HPPC file goes missing

CHANDIGARH: An important file of the Haryana Power Purchase Centre ( HPPC ), a joint forum of two power distribution companies (discoms) for purchase and transmission of electricity under power purchase agreements (PPAs), has gone missing.

According to information, the file relates to inter-state transmission system (ISTS) levy to be charged for transmission, which has a direct bearing on the state's power consumers.

This file is said to have been missing since March.

The Haryana Police, on Thursday, registered a case of theft at the Sector 5 police station of Panchkula, based on the complaint of a chief engineer level officer of HPPC, who is the supervising officer for the file and related proceedings.

Sources said the police department took nearly three months to register the case, as the chief engineer had lodged the complaint in March itself.

Confirming the delay in filing of the case, a senior official in the police department said due to the lockdown, the process of investigation had slowed down.

"Now, we are in the process of identifying persons who could be responsible for the missing file, and those negligent or accused, in case there are mala fides,'' said the official.

According to reports, the file had gone missing after HPPC asked Haryana Vidyut Prasaran Nigam Ltd to take a call on levy on ISTS on Mundra - Mahendergarh, a point of connection for transmission in Haryana.
