During the aarti, no one is allowed to enter the garbhagriha, the area where the ritual is performed. However, devotees are allowed to in the Nandi Hall behind barricades and they can participate from there.

Significance of the Bhasma Aarti
Bhasma is the sacred ash that is used to perform the ritual at the Mahakaleshwar Temple in Ujjain. Lord Shiva is often associated with Kaal or death. It is believed that no one other than Lord Shiva has control over Kaal. Also, everything that is burnt is reduced to ash and nothing remains. The ash is a constant reminder that every individual is made of the same elements. Therefore, the holy ash is applied to Lord Shiva who is seen to be meditating with Bhasma all over his body.
