UP's Remarkable Turnaround: From 'BIMARU Rajya' to Second Best for Business - A 7-Year Transformation Journey

To excel in business, one must seek locations with favourable social, political, and security conditions, as well as easy access to skilled labour. Additionally, business-friendly regulations are crucial. Uttar Pradesh has emerged as a prime destination for these reasons, largely due to the effective governance under Yogi Adityanath.

The state has significantly improved law and order and amended numerous laws to encourage investment, creating a conducive business environment.

UP has implemented 186 out of 187 reforms proposed by the Central government's Department for Promotion of Industry and Internal Trade (DPIIT) as part of the Business Reform Action Plan (BRAP) 19. This has propelled Uttar Pradesh to second place in the Ease of Doing Business (EoDB) ranking in 2020, surpassing states like Gujarat, Telangana, Rajasthan, and Maharashtra. Andhra Pradesh holds the top spot. The Yogi government's initiatives have streamlined business processes in UP, making it an attractive destination for investors.



Single Window System: The Yogi government initiated an enhanced version of the Nivesh Mitra single window system to streamline the ease of doing business. Under this, an improved version of the online single-window portal was introduced.

Labour Reforms: The Yogi government has streamlined over 60 labour-related reforms. Factory licenses are now valid for 10 years, and on-the-spot automated approvals are provided for over 14 licenses. The requirement for renewal of shops has been eliminated, and registration is no longer necessary if there are no employees.

Inspection: The Yogi government has established centralized inspection systems for labor, legal metrology, and PCBs. Inspectors were assigned randomly, and a risk-based inspection approach was initiated. Additionally, more than 26 types of inspections based on third-party or self-certification were introduced.

Land Administration and Property Registration:
Online applications are being accepted for land allotment for business purposes and for property registration. A system has been implemented to initiate mutation or name change in the Tehsil or ULB or Discom as soon as the property is registered in the Sub Registrar's Office.



Construction Permit:- The Yogi government has implemented an Online Building Plan Approval System (OBPAS) with smart DCR facility for construction permits.

Environmental Registration: Obtaining an environmental NOC is necessary to start any business. Therefore, the Yogi government has introduced the "Online Consent Management and Monitoring System" in UPPCB to facilitate the issuance of CTE or CTO to industries.

Tax Payment: Tax payment is a significant concern for businessmen. To simplify this process, the UP government has eliminated professional tax.

Utility Permits: Access to water and electricity is crucial for starting any business. To facilitate this, the Yogi government has introduced online applications for water and electricity connections, requiring only two documents.

Access to Information: There is no longer a need to search extensively for any business-related information in UP, as the government has made notifications, processes, and license checklists available online.

Contract Enforcement:- Yogi government has established 13 commercial courts so that any business-related dispute in UP can be resolved quickly.

Sector-specific rules:- Online registration can be done for partnership firms or societies etc. for businesses related to any sector. You can apply online for wholesale, manufacturing or retail licenses for medicines.
