35% of Haryana's budget spent on infrastructure: Manohar Lal Khattar

Gurgaon: Terming infrastructure development “crucial” for job creation as well as growth and prosperity of the state, chief minister Manohar Lal Khattar on Friday said that his government spends 34.5% of its annual budget on the same.

In fact, a medium-term Expenditure Framework Reserve Fund has been created by the state government for proper utilisation of the budget allocated to each department every fiscal, he said, while virtually inaugurating and laying the foundation stones of 167 projects worth around Rs 1,900 crore across 22 districts of Haryana.


“As the state’s finance minister, I can say that we have done budget allocation very carefully. I can proudly say that today 34.5% of our budget is being spent on infrastructure in the form of capital expenditure,” he said.

On the benefits of the Expenditure Framework Reserve Fund, he said, “The unutilised fund of one department can now be transferred to another department... this has been done to ensure that no department faces fund shortage for development works.”

Lauding the use of technology and introduction of the PPP (Parivar Pehchan Patra) document to check corruption, the chief minister announced that 50,000 people would be recruited by the state government in 2023 under group C and D categories.

“Now, citizens are getting the benefits of government schemes while sitting at their homes, thanks to the IT-enabled system and PPP. These radical IT changes have certainly dented the age-old business of commission agents,” he said, adding that IT-based solutions and portals have led to ‘paperless’ and ‘faceless’ governance in Haryana.

“Similarly, Gram Darshan and Nagar Darshan portals have been started to speed up development works in villages and cities as well, on which citizens can raise their demands related to development works in their area on the portal,” he said.

The CM said that 12 lakh new BPL ration cards have been made through PPP and the names of over 1 lakh people have also been deleted from the beneficiary list after verification of their I-T returns.

“After 2011, in these 11 years, people have got government or private jobs and their lives have improved financially. More than 1 lakh BPL ration card holders have been traced and their names have been deducted from the beneficiary list because they have risen above the poverty line and are filing IT returns,” said Khattar.

“The government benefits should reach those who are eligible and needy,” he stressed.
