Kochi Metro Rail Ltd invites expression of interest for Bliss City

Kochi: Accelerating the process of setting up Bliss City , the much-awaited infrastructure project in the city, Kochi Metro Rail Ltd (KMRL) has invited expression of interest ( EoI ) for the project to come up in Kakkanad.

KMRL is planning to implement the project through public private partnership ( PPP ) basis on Design Build Finance Operate and Transfer (DBFOT) model.

The project comprising IT parks, medical city, entertainment hub, etc. is coming up on a total of 31.43 acres at Kunnumpuram in Kakkanad. Of these 17.43 acres have already been allotted to KMRL and the government has decided to allot the remaining 14 acres to KMRL.

It was as part of the steps to generate alternate revenue for Kochi Metro that the KMRL planned Bliss City. Earlier an entertainment and recreational hub and a Medicity were planned on the 31.43 acres.

But currently, the KMRL is planning to identify suitable private sector investors or developers for the mixed-use development project on PPP basis. The selected private sector investor will develop the project on DBFOT basis and transfer to KMRL after 30 years.

KMRL is eyeing an investment of Rs 8,000 crore to Rs 9,000 crore by leading and reputed players across the globe in the Bliss City.

According to a KMRL source, educational hubs with foreign university centres would be another attraction of the Bliss City. According to the response from investors to the EoI, KMRL will move to the next phase of Request for Proposal (RFP) of the project.

KMRL managing director Loknath Behera has already clarified that the projects in the Bliss City would be finalized only after considering the nature of proposals to be received from various reputed firms across the globe.
