Panchkula: Mastermind of Huda plot scam nabbed from Mansa Devi Complex

PANCHKULA: The district police have arrested the mastermind of Haryana Urban Development Authority (Huda) plot scam from Mansa Devi Complex. The accused has been identified as Mahender, a resident of MDC, Panchkula . He was arrested from his house.


While working on the case, a team of cops headed by sub-inspector Sukhwinder Singh and head constable Narender Rana had earlier arrested Rishi Kumar March 6.

In his remand, Kumar told cops that Mahender was the mastermind of the plan.

Kumar was held for selling a plot after forging documents in which he had made himself the owner of the plot. The plaint in this regard was filed by estate officer (EO) Ashutosh Rajan.

As per the case, two plots - a one-kanal plot in Sector 8 and a 14-marla plot in Sector 4 - were vacant with only 25% construction on them.

Cops said in the records of Haryana Shehri Vikas Pradhikaran (HSVP), Raj Kamal Banta, a resident of Shimla , was the owner of the plots. In 2008, the estate office received a request for correction in the name from Raj Kamal Banta to Raj Kamal Bante, and the change was made accordingly.

Thereafter, in November 2018, Kumar claimed to be Raj Kamal Bante and applied for duplicate documents, stating that his original documents were lost.

"In December 2018, a 'permission to sell' was applied for by Kumar for a plot in Sector 8, which was worth Rs 5 crore. After verification, the permission to sell the plot was granted in January 2019. Later, he sold the plot to a Chandigarh-based couple," cops said.

The fraud came to light last month, when another application was received for the issuance of duplicate documents for the second plot. Noticing a mistake in the application, the estate office issued a letter seeking clarification from the applicant. The police said that the letter, seeking clarification, was received by the real owner at his Chandigarh residence. The applicant was shocked to see the letter. He approached the estate office and showed original documents of the plot, following which the estate office cancelled the permissions to sell the plot in Sector 8, which it had earlier approved.
