Case against Malappuram school for demanding Rs 1L for TC

MALAPPURAM: Kerala state commission for protection of child rights (KeSCPCR) has registered suo motu case in connection with an allegation that a private school in Nilambur demanded around Rs 1 lakh from Class X students for issuing them transfer certificates ( TC ). The case was registered based on TOI report published on Thursday.

The commission has issued notice to the school authorities and sought detailed report regarding the incident from the secretary of general education department, director of public instruction (DPI), and deputy director education (DDE) Malappuram . The officials have been directed to submit their reports within one week.

Parents of six students of Good Shepherd Modern English School near Nilambur approached school authorities with requests for TCs as they wanted to leave the school which follows ICSE syllabus, and join a government school with state syllabus.

But school authorities rejected the application and they allegedly forced the students to study higher secondary course in same school. In case any student wants to leave the school, they have to shell out around Rs 1 lakh each as fee for Class XI and XII before getting the transfer certificates issued.

School authorities had claimed that they demanded the fee as per the condition stated in admission prospectus.

Meanwhile, member of KeSCPCR, Naseer Chaliyam said that the school’s move to collect fee for issuing TC is clear violation of rules and they have no right to reject an application for TC. “School authorities should consider request for TC as an emergency application and they have to issue it as early as possible, without accepting any fee,” he said. Naseer said that commission will decide future course of action to be taken against the school after receiving detailed reports from educational authorities.

Meanwhile, SFI and DYFI workers took out a protest march to the school demanding action against the school authorities for demanding fees for issuing TC.
