Ministry of Coal to Launch 'Exploration Module' on SWCS Portal
In a significant move to advance its digital governance framework, the Ministry of Coal is all set to unveil a groundbreaking ‘Exploration Module’ on the Single Window Clearance System (SWCS) web portal. Developed in collaboration with Central Mine Planning and Design Institute Limited (CMPDIL), this new module is scheduled to be inaugurated by the Union Minister of Coal on 4th July 2025
The Exploration Module is designed to streamline and digitize the entire coal exploration process—from the submission of exploration proposals to the final approval of Geological Reports. It enables coal block allottees to submit proposals online, which will then be vetted, tracked, and processed by the Ministry through a fully integrated system.
Key functions include:
- Vetting and submission of Exploration Schemes
- Periodic progress tracking and updates
- Submission, review, and approval of Geological Reports
- Observation communication and compliance uploads
- Real-time tracking with digital dashboards and document management
By consolidating all exploration-related interactions into a single interface, the module enhances transparency, accountability, and ensures time-bound processing. Automated workflows and structured timelines are expected to significantly reduce the approval period, which has historically been a bottleneck in coal project development.
This initiative is rooted in e-governance best practices and incorporates robust technical validations. CMPDIL’s involvement ensures the scientific integrity of exploration assessments, while the Ministry’s oversight guarantees procedural consistency. The system not only accelerates approvals but also supports dynamic monitoring of coal resource assessments, improving coordination with coal block allocation and operationalization strategies.
Launched on 11th January 2021, the Single Window Clearance System (SWCS) is a flagship initiative aligned with Prime Minister Narendra Modi’s vision of ‘Viksit Bharat’ and Digital India. The platform aims to simplify the process of securing over a dozen statutory clearances necessary for coal mine development, by integrating approvals from both Central Ministries and State Departments.
Enables applicants to register using verified credentials and block allotment details.
Went live in 2021, allowing digital submission and approval of Mining Plans and Mine Closure Plans. Timelines are strictly adhered to (15 days each for scrutiny and compliance), resulting in an average processing time of 4.5 months
Launched on 7th November 2024, this module has digitized and streamlined the process for obtaining opening permissions. Out of 27 proposals received so far, 19 have been approved and 8 are under review.
This module supports real-time submission and monitoring of project data, performance guarantees, and production reports.
Facilitates quick resolution of queries raised by project allottees, enhancing the system’s responsiveness.
SWCS is integrated with:
- National Single Window System (NSWS) for unified access to services
- PARIVESH 2.0, the Ministry of Environment’s portal, to enable real-time data sharing for environmental, forest, and wildlife clearances
This ensures smoother inter-ministerial coordination and removes redundant steps across departments, greatly enhancing user experience and system efficiency.
The Ministry encourages all stakeholders—coal block allottees, developers, and State agencies—to adopt these digital modules proactively. Their cooperation is essential for the success of this transformation. The Ministry also invites constructive feedback to improve functionality, user experience, and governance outcomes.
