Modi Government Launches FASTag Annual Pass Scheme for National Highways from August 2025

In a major move aimed at enhancing toll collection efficiency and reducing congestion at toll plazas, the Modi government has announced a new FASTag Annual Pass Scheme for private vehicle owners. The initiative will be implemented across National Highways and National Expressways starting August 15, 2025.



Rs 3000 Pass for One Year or 200 Crossings

Under the new scheme, owners of non-commercial vehicles such as cars, jeeps, and vans with a valid FASTag can purchase an annual pass for Rs 3000. This pass will be valid for one year or for 200 toll plaza crossings, whichever comes first.


According to the Gazette Notification issued by the Ministry of Road Transport and Highways (MoRTH), the pass can be used at any fee plaza on National Highways or National Expressways, regardless of the toll fee at individual locations.



Excludes State Highways and Expressways

The Annual Pass will not apply to State Highways or State Expressways, as these fall outside the jurisdiction of the Central Government. In a written reply to the Rajya Sabha, Union Minister Nitin Gadkari clarified that the scheme is strictly limited to fee plazas on NH (National Highways) and NE (National Expressways).


How Crossings Will Be Counted

The notification also explains how toll crossings will be calculated. In closed user fee collection systems, where toll is collected based on entry and exit points, one round trip through a fee plaza will count as a single crossing under the Annual Pass.



Benefits for Vehicle Owners

The government expects the new FASTag pass to offer multiple benefits to private vehicle owners. Apart from convenience and time savings, the pass is also expected to bring financial savings for regular highway users.


“Besides reducing congestion at fee plazas, the actual savings for vehicle owners and the government’s revenue growth will depend on several factors including actual usage of vehicles and fee plaza crossings made in a year,” said Union Minister Nitin Gadkari.

The FASTag system has already modernized India’s electronic toll collection process, ensuring smoother commutes and reducing manual interventions. The Annual Pass Scheme is another step forward in making highway travel more streamlined and user-friendly.


Policy Reforms Underway at NHAI

Earlier this month, the National Highways Authority of India (NHAI) also introduced reforms for Toll Collecting Agencies and Concessionaires, signaling a broader push towards efficiency and transparency in toll management.



With the FASTag Annual Pass Scheme, the Ministry of Road Transport and Highways is looking to ease the travel experience of millions of private vehicle owners in India. By reducing wait times and offering a cost-effective solution for frequent travellers, the initiative is poised to significantly improve the national toll system’s performance.
