In a major step aimed at youth empowerment and skill development, Prime Minister Narendra Modi is set to launch a comprehensive series of initiatives in Bihar, focusing on education, vocational training, entrepreneurship, and financial support. Scheduled for 11 AM at Vigyan Bhawan in New Delhi, the event will mark a historic milestone in implementing programs that integrate modern infrastructure, skill-oriented education, and employment opportunities, reflecting a long-term vision for developing India’s workforce. With a cumulative investment exceeding Rs. 62,000 crore, the initiatives are designed to reshape India’s technical and higher education ecosystem, strengthen employability, and provide sustained support to students and graduates, particularly in Bihar, while addressing longstanding regional developmental challenges.

Revamping Skill Development and Vocational Training Across India

Central to the Prime Minister’s agenda is the launch of PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a centrally sponsored program with an investment of Rs. 60,000 crore. The scheme envisions the upgradation of 1,000 government Industrial Training Institutes across the country, structured in a hub-and-spoke model comprising 200 hub ITIs connected to 800 spoke ITIs. Each hub will oversee clusters of four spoke institutes on average, integrating advanced infrastructure, modern trades, digital learning systems, incubation facilities, and outcome-based skill training in alignment with industry demand. The model ensures that training is not only theoretical but also practical, with anchor industry partners managing clusters to bridge the gap between education and employability. The program aims to revolutionize India’s ITI ecosystem by making it government-owned yet industry-managed, with co-financing support from the World Bank and Asian Development Bank. Special focus in the initial phase is being given to ITIs in Bihar’s Patna and Darbhanga, ensuring regional development and leveraging the state’s youthful demographic. Alongside PM-SETU, 1,200 vocational skill labs are being inaugurated across 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools in 34 states and union territories. These labs will train students in high-demand sectors such as information technology, electronics, automotive, agriculture, logistics, and tourism. The initiative aligns with the National Education Policy 2020 and the CBSE curriculum, emphasizing practical learning, industry-relevant skills, and early employability training. Alongside national-level skill development programs, the Prime Minister is set to launch several transformative initiatives focused specifically on Bihar, recognizing the state’s potential to become a hub of skilled manpower. Among these, the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana will provide nearly five lakh graduate youth with a monthly stipend of Rs. 1,000 for two years, coupled with free skill training annually. This initiative aims to financially empower young graduates while equipping them with the skills necessary to compete in the modern job market. The scheme represents a targeted approach to addressing unemployment and enhancing the employability of Bihar’s youth population, ensuring that graduates have both economic support and skill development opportunities.

Further bolstering higher education access, the redesigned Bihar Student Credit Card Scheme will offer fully interest-free education loans of up to Rs. 4 lakh, easing financial constraints for students pursuing higher studies. Over 3.92 lakh students have already benefited from loans totaling more than Rs. 7,880 crore under the program, highlighting the scheme’s significance in making higher education more accessible. Complementing financial support initiatives, the Bihar Yuva Ayog, a statutory commission for citizens aged 18 to 45, will be formally inaugurated to channel the energy and potential of the state’s young population into productive avenues, including entrepreneurship, skill development, and civic engagement.

In addition to financial and skill-oriented programs, infrastructure development forms a critical component of Bihar’s transformation. The Prime Minister will inaugurate the Jan Nayak Karpoori Thakur Skill University in the state, aimed at delivering industry-oriented courses and vocational education to prepare students for a globally competitive workforce. Additionally, under the PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan), new academic and research facilities will be developed in four Bihar universities: Patna University, Bhupendra Narayan Mandal University in Madhepura, Jai Prakash Vishwavidyalaya in Chapra, and Nalanda Open University in Patna. With a total investment of Rs. 160 crore, these projects will benefit over 27,000 students by providing modern academic infrastructure, advanced laboratories, hostels, and multidisciplinary learning opportunities, fostering a robust environment for academic growth and research excellence.

The Bihta campus of NIT Patna will also be dedicated, with a capacity to host 6,500 students. The campus features state-of-the-art facilities, including a 5G use case lab, a Regional Academic Centre for Space in collaboration with ISRO, and an Innovation and Incubation Centre, which has already supported nine start-ups. These facilities are designed to nurture innovation, research, and entrepreneurship, equipping students to contribute meaningfully to India’s technological and industrial landscape.

To further support public service employment, the Prime Minister will distribute appointment letters to more than 4,000 newly recruited government employees in Bihar. Additionally, scholarships worth Rs. 450 crore will be released through Direct Benefit Transfer to 25 lakh students of Class 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme. These measures reflect a holistic approach to youth development, combining education, skill training, employment opportunities, and financial empowerment.

Collectively, these initiatives are expected to create unprecedented opportunities for India’s youth, particularly in Bihar.
