New Indian Railways Rule: Waiting Tickets Won’t Upgrade Directly to First AC

Indian Railways has introduced a significant update to its ticket upgrade policy , affecting passengers holding waiting list tickets. This change aims to streamline ticket upgrades and improve booking transparency.


Upgrade Limits Now Stricter: Maximum Two-Class Jump

Under the new rules, waiting list tickets can only be upgraded by a maximum of two travel classes—not beyond that. For example:

  • Sleeper Class (SL) waiting tickets can be upgraded only up to Third AC (3A) or Second AC (2A), but not directly to First AC (1A).
  • Third AC (3A) waiting tickets can be upgraded only up to First AC (1A).

Previously, it was possible to upgrade any waiting ticket to First AC if seats were available, regardless of the original class. This policy has now been curtailed to maintain fair and structured upgrades.


Software Changes to Enforce New Upgrade Rules

The Centre for Railway Information Systems (CRIS) is updating the booking software to automatically apply these upgrade limits. This ensures that no ticket can be upgraded beyond two classes during the booking process.

No Travel in Sleeper or AC with Waiting List Tickets


From May 1, 2025, passengers holding waiting list tickets are not permitted to travel in Sleeper or AC coaches. They must travel only in general (unreserved) compartments until their ticket is confirmed.


Penalties for Traveling Without a Confirmed Ticket

If a passenger is caught traveling in AC or Sleeper coaches with an unconfirmed waiting list ticket, they will face fines:

  • Rs 440 for AC coaches
  • Rs 250 for Sleeper coaches

In addition, the passenger must pay the full fare from the train’s origin station to the point of detection.

PNR Number and Refunds on Upgraded Tickets

When a ticket is upgraded, the original PNR number remains unchanged. If the passenger cancels the upgraded ticket, the refund will be calculated based on the original class booked, not the upgraded class.

  • OTP Verification Introduced for All IRCTC Bookings
  • Starting May 1, 2025, all bookings made through the IRCTC website or app will require OTP (One-Time Password) verification via mobile number. This new security feature is designed to prevent misuse and enhance the integrity of the ticketing system.

In summary, Indian Railways is tightening its ticket upgrade rules, enhancing travel discipline and security for passengers. Waiting list tickets will no longer enjoy unlimited upgrades, travel with unconfirmed tickets will be penalized, and booking security will be strengthened with mandatory OTP verification. Passengers should plan their journeys accordingly.
