Delhi’s air quality has deteriorated to severe levels, prompting authorities to implement GRAP Stage IV, the strictest phase of the Graded Response Action Plan. Under this stage, tight restrictions have been imposed on vehicle movement, fuel availability, and construction activities to control pollution.

With Stage IV in force, several categories of diesel and petrol vehicles have been banned, while only cleaner and compliant vehicles are allowed to operate. The government has also enforced the “No PUC, No Fuel”

What changes under GRAP Stage IV?
– BS4 and older diesel vehicles are completely banned
– Petrol and diesel will be provided only to vehicles with a valid PUC certificate
– Vehicles found polluting during checks can be denied fuel and fined
– Construction and demolition activities are fully stopped

Vehicles allowed and banned in Delhi

Allowed vehicles (with valid PUC):

– BS6 petrol private cars
– BS6 diesel private cars
– BS6 commercial vehicles carrying essential goods
– Electric vehicles
– CNG vehicles
– LNG vehicles

Banned vehicles:
– BS4 diesel cars
– BS4 or older petrol and diesel cars
– Non-BS6 commercial vehicles
– BS6 trucks carrying construction or demolition material

Rules for diesel vehicles
During GRAP Stage IV, only BS6-compliant diesel passenger vehicles

are allowed to ply in Delhi. These vehicles must meet all conditions, including a valid PUC certificate, no visible smoke, and clearance during inspections. Despite being permitted, authorities are advising people to avoid non-essential travel, as diesel vehicles contribute significantly to particulate pollution, especially in winter.

Older diesel vehicles have been restricted because they emit higher levels of pollutants, while BS6 diesel vehicles are considered the cleanest among internal combustion engine vehicles.

Rules for commercial vehicles

Restrictions are stricter for commercial vehicles. Under GRAP Stage IV, only BS6-compliant commercial vehicles—including diesel, CNG, LNG, and electric—are allowed to operate, and that too mainly for essential services. However, all trucks carrying construction or demolition material are banned, even if they are BS6-compliant, as construction work is completely prohibited during this stage.
