UIDAI Links Baal Aadhaar With Birth Registries To Prevent Fraud: New Rules Explained

The Unique Identification Authority of India ( UIDAI ) has introduced new amendments to the enrolment process of Baal Aadhaar cards, which are issued to children under five years of age. This regulatory update aims to prevent duplicate enrolments that often occur when the same birth certificate is used multiple times.


According to the UIDAI, the revised rule permits the sharing of a child’s Aadhaar number, generated from a birth certificate without biometric data, with authorities like the Registrar General of India, provided parental consent is given. "The Authority may, with the consent of parent or guardian, share the Aadhaar number, which was generated pursuant to enrolment of a child below the age of 5 years on the basis of a birth certificate and without collecting the core biometric information, with the Registrar General of India or Chief Registrar for a State… to prevent duplicate enrolment on the basis of the same birth certificate," stated the UIDAI.

What is Baal Aadhaar?


The Baal Aadhaar card is a unique 12-digit identification number linked to a parent’s Aadhaar and issued without requiring the child’s biometric data. This linkage ensures a simplified and unique enrolment process for children under five while helping parents avoid duplication issues.


Why the New Amendment Matters


The updated notification clarified that the changes in the Aadhaar (Sharing of Information) Regulations, 2016, are designed to reduce fraud and duplication risks. By integrating with national and state-level birth registries under the Registration of Births and Deaths Act, 1969, UIDAI aims to ensure secure and reliable identity verification from the very beginning of a child’s life.

The notification also addressed the deactivation of Aadhaar numbers for deceased individuals. It states: "In the principal regulations, in regulation 5, in sub-regulation (3), a proviso shall be inserted, namely:— ‘Provided that the same shall not be required in case of deactivation of the Aadhaar number of a deceased person under clause (ea) of sub-regulation (1) of Regulation 28 of The Aadhaar (Enrolment and Update) Regulations, 2016’."


Enrolment Process for Baal Aadhaar


To obtain a Baal Aadhaar card, parents must:

  • Visit an enrolment centre with the child’s birth certificate and one parent’s Aadhaar.
  • Provide demographic details such as the child’s name, gender, and date of birth.
  • Optionally, add a parent’s mobile number and email ID.

No biometric data of the child is collected during enrolment, ensuring privacy protection while maintaining the integrity of the Aadhaar system.
