The announcement is being positioned as a response to the All India Trinamool Congress government’s Yuvasathi scheme, which currently provides ₹1,500 per month to unemployed youth who have passed secondary education.

A Political Face Off Over Youth Welfare

With campaigning gaining momentum, both the ruling party and the opposition are focusing strongly on welfare measures. The state government has highlighted its existing schemes, while the opposition is presenting alternative proposals that it says are more impactful and employment driven.


Under Yuvasathi, eligible unemployed youth receive a monthly allowance. However, BJP leaders argue that ₹1,500 is not sufficient to support an adult or create meaningful change. According to them, financial assistance alone cannot solve the larger problem of unemployment.

What Is Utsaho Bhata?

As per the BJP’s proposal, unemployed individuals between the ages of 18 and 40 would undergo skill based training tailored to their qualifications. During the training period, they would receive ₹25,000 per month as an incentive allowance.

The party has stated that the allowance would be conditional. If a participant fails to complete the training or drops out midway, the financial support would be stopped. The idea, leaders say, is to encourage seriousness and ensure that beneficiaries gain practical skills.

Emphasis on Jobs and Self Reliance

Senior BJP leaders, including Sukanta Majumdar, have stressed that their goal is not simply to distribute allowances. They argue that the state needs stronger industrial growth, improved law and order, and real job creation opportunities.

According to the party, Utsaho Bhata aims to provide temporary financial security while equipping youth with skills that can help them secure employment or start their own ventures. The broader focus is on helping young people stand on their own feet rather than depend indefinitely on government support.
