High drama in Assembly: BK Hariprasad blocks governor's exit

Bengaluru: The special joint session of the Karnataka legislature turned tense on Thursday after Governor Thaawarchand Gehlot ended his speech within two minutes and left the Assembly, sparking protests from Congress members.

Governor Gehlot, who had raised objections to certain portions of the address prepared by the state government, read only a brief statement and walked out. Congress leaders claimed the Governor did not follow constitutional norms by skipping the full speech, which was prepared by the Cabinet.

The dispute arose over 11 paragraphs in the draft speech that reportedly criticised the Centre, including references to the repeal of MGNREGA, the new VB-G RAM (G) Act and issues related to devolution of funds. The Governor had demanded that these sections be removed.

As the Governor began to leave, Congress leader B.K. Hariprasad tried to block his way, asking him to read the entire address. Marshals intervened and escorted Hariprasad away to allow the Governor to exit.

Law Minister H.K. Patil termed the incident a “black day for democracy”, alleging that the Governor failed in his duty as the guardian of the Constitution.

Opposition supports governor


Opposition Leader R. Ashoka defended the Governor’s decision, alleging that the Congress government was pressuring him to criticise the Centre. He said the Congress was trying to create a political controversy and added that the Modi government’s VB-G RAM (G) initiative was beneficial.

Chief Minister Siddaramaiah, however, maintained that the address reflected the state’s concerns on issues like tax injustice and federal policies.
