PRD personnel 'kills self' inside thana in Dehradun
DEHRADUN: A Prantiya Rakshak Dal (PRD) personnel was allegedly found dead inside a police station in Raipur area of Dehradun on Sat evening. Police said Sunil Raturi, 45, who was posted in the youth welfare department office, was arrested for creating a ruckus in an inebriated state at a petrol pump in the city.
According to police, Raturi, who hailed from Tehri district and had a residence in PRD colony of Tapovan area of the state capital, had allegedly refused to make payment at a petrol pump in Raipur area. When the petrol pump staff demanded payment, he allegedly "pulled out a toy pistol and pointed it towards the staff".

Following which, the staff informed the Raipur police station and the PRD unit was informed. The Raipur police team took him to the local thana and kept him in a lock-up. There, he tore a blanket and allegedly hanged himself, police claimed.
IG Garhwal Rajeev Swaroop told TOI, "I've directed SSP Dehradun for a detailed probe. We'll also look into whether any provision of the National Human Rights Commission was violated. We'll get the probe findings soon."
Sharing the details, a police statement in Dehradun read: "An information was received at Raipur police station around 3.15pm that at a fuel petrol pump located in Ladpur, a person was refusing to pay after getting petrol filled. He was heavily intoxicated with alcohol, and was misbehaving and quarreling with the employees."
“Upon receiving the information, the cops reached the spot and attempted to reason with the said person, but the man, being inebriated, was not ready to listen. Subsequently, the police personnel took him and his vehicle to the thana. Upon conducting a breath test, the result was found to be 231.6 mg/100ml,” it mentioned.
The man was then held under section 185/207 of the MV Act for "offence of driving under the influence of alcohol".
The statement added: “He created a lot of ruckus... After a while, when the head constable deployed on surveillance duty checked on the accused he was found in an unconscious state. He was immediately taken out of the male lock-up, and the SHO along with accompanying personnel took him to Coronation Hospital , Dehradun. There, doctors declared him dead.”
A postmortem will be conducted by a panel of doctors, under videography, police said, adding that a magisterial inquiry will also be conducted.
