According to officials, the rule applies to residential properties as well as certain accommodation facilities that are not registered under tourism regulations. The objective is to strengthen oversight of rental housing and ensure that proper documentation is maintained by property owners.
The legislation was introduced in December, 2024 and forms part of broader efforts to regulate rental housing arrangements and enhance public safety in the state.
The law allows for a jail term of up to six months and a fine that may reach ₹10,000 in cases where landlords do not comply with the prescribed rules. These provisions highlight the seriousness with which the state government views tenant verification and property record management.
Officials believe that strict enforcement will encourage landlords to adopt proper verification practices and maintain reliable records of tenants occupying their properties.
In addition to storing these records, landlords must complete a prescribed form containing the tenant’s information. This form must then be submitted to the relevant police station within five days of the tenant moving into the property.
