A new rule will soon be implemented for residents of DDA flats in Delhi. The Delhi Development Authority (DDA) will now assume the day-to-day maintenance of flats in its housing complexes. This new system will begin on April 1, 2026. Its purpose is to improve cleanliness, security, and other essential amenities in flats. Previously, residents faced difficulties due to unclear maintenance responsibilities in many DDA housing societies. In many places, cleaning, security, and repair work were not completed on time. The new system will attempt to mitigate these problems.
Flat owners will have to pay a service charge.
Under this new system, flat owners will be charged a service charge every three months. This money will be used for cleaning, security, and other essential maintenance work in the housing complex. The DDA will send bills every three months, and flat owners will be required to pay them on time.
What tasks will the DDA perform?
With the new system, the DDA will take charge of many essential tasks. This will include complex security, cleaning of common areas, rooftops, and water tanks, basement maintenance, and maintenance of elevators and electrical systems.
In addition, minor repairs will be carried out in common areas such as staircases, elevator lobbies, and corridors. DDA will also clean garbage disposal sites and maintain water pipelines used for gardening.
How long will DDA handle maintenance?
DDA will assume maintenance responsibility until 80 percent of the flats in a housing pocket are occupied or a Resident Welfare Association (RWA) is registered. Whichever comes later, DDA will continue to perform this responsibility.
If some flats remain unsold, DDA will also pay service charges to the respective RWAs for those flats.
How will service charges be determined?
The maintenance charge will be determined based on the size and category of the flat. GST will also be payable on top of this. These rates were initially set based on estimates, but they may be revised annually based on future expenses and inflation.
Timely Payments Required
Flat owners must pay within 10 days of receiving their bills. Payments can be made online or at the cash counter in the complex. Failure to pay on time may result in 12 percent annual interest.
Why was this decision made?
Previously, DDA only charged a one-time fee for major repairs when selling flats. There was no regular system for daily maintenance, leading to maintenance issues at many locations. With the implementation of the new system, it is expected that cleanliness, security, and amenities in DDA housing complexes will improve, providing a more pleasant living environment.
