Overview of New PAN Card Regulations

Important Changes to PAN Card Applications: Starting April 1, 2026, new regulations regarding PAN card applications will be implemented. The Common Services Centres (CSC), a government initiative, has announced these updates. Under the revised rules, merely presenting an Aadhaar card will no longer be adequate for applying for a new PAN card or modifying an existing one; applicants must now provide additional documentation as well. Let’s delve into the specifics of these changes:

Key Changes Explained:
Previously, individuals could obtain a PAN card by simply submitting their Aadhaar card, which also served as proof of age. However, this option will be discontinued after March 31, 2026. From April 1 onward, applicants must provide documents such as a birth certificate, Voter ID, Class 10 marksheet, passport, driving license, or a magistrate-issued affidavit when applying.

Another crucial update pertains to the name on the PAN card. The new regulations stipulate that the name on the PAN card must exactly match the name in the Aadhaar database. If there is any inconsistency between the names on the two documents, the name on the Aadhaar card will take precedence for the PAN card. Therefore, it is vital to ensure that your Aadhaar information is accurate and current.

Additionally, new application forms for PAN cards will be introduced. The existing forms will no longer be valid after April 1, 2026. This means that whether you are applying for a new PAN card or updating an existing one, you will need to complete the new application form.

The Income Tax Department has also proposed amendments to certain regulations regarding PAN card usage. The threshold for mandatory PAN quoting during property transactions has been increased from ₹10 lakh to ₹20 lakh. Furthermore, a PAN card will now be necessary for vehicle purchases only if the transaction exceeds ₹5 lakh.

Changes have also been made regarding hotel expenses. Previously, quoting a PAN was required for expenses over ₹50,000; this limit has now been raised to ₹1 lakh.

Considering these upcoming changes, if you plan to apply for a PAN card, it may be more straightforward and convenient to do so before March 31, 2026.
