A new chapter is set to unfold in India’s telecommunications sector, particularly in its heartland. Bharat Sanchar Nigam Limited ( BSNL ), the state-owned telecom operator, has received a substantial boost from the Maharashtra government. By providing free land for the installation of mobile towers, the government is not just supporting a public sector enterprise but is also igniting a fresh wave of competition, one that could redefine the rural connectivity landscape. This initiative is aimed at rapidly expanding 4G coverage, an essential step that also positions BSNL for a head-to-head battle with its private counterparts in the 5G arena.

Government’s Major Boost to BSNL

In a significant step to improve rural connectivity, the Maharashtra government has approved free land allocation for Bharat Sanchar Nigam Limited (BSNL) to establish mobile towers across 930 villages. Under this order, the state will provide 200 square metres of land per tower site without cost. The decision stems from the cabinet meeting held on 29 November 2022, where the government initially approved sites for 2,751 villages. However, due to technical adjustments, the final list has been narrowed down to 930 villages.

Districts Benefiting from the Initiative

The villages selected for the project fall under 30 districts, including:

Amravati – 61 villages

These locations were prioritised to extend digital access to rural and tribal communities.

BSNL's Ambitions Beyond 4G: Eyeing 5G Horizons

While the current focus is on 4G enhancement, BSNL has articulated clear intentions to introduce 5G services in the near future. In a market currently led by private entities such as Jio and Airtel , which have rolled out high-speed 5G offerings, BSNL recognises the necessity of advanced networks to capture significant market share. This land allocation serves as a foundational step, allowing the operator to build the required infrastructure without prohibitive costs, thereby intensifying the competitive dynamics in the telecom sector and compelling rivals to innovate further.

Why This Move Matters

BSNL is presently rolling out its indigenous 4G network nationwide. Many rural areas still struggle with weak or no internet coverage, restricting access to essential digital services. With new tower sites, BSNL aims to deliver stronger coverage, allowing villagers to benefit from:

  • Online education
  • Digital payments
  • E-governance
  • E-commerce and digital entrepreneurship

Rural Digital Transformation

The allocation of free land is more than just infrastructure support; it represents a shift towards inclusive digital growth. Stronger networks in villages will ensure that rural communities are not left behind in the era of Digital India .
