For the first time in India's financial history, the central budget will be unveiled on a Sunday. Finance Minister Nirmala Sitharaman is set to present the Union Budget for the fiscal year 2026-27 in the Lok Sabha at 11 AM on February 1.

The 1999 Budget: A Historical Shift

Historically, budgets were typically presented on the last working day of February. However, in 1999, when February 28 fell on a Sunday, then-Finance Minister Yashwant Sinha presented the budget a day earlier, on Saturday, February 27, during the NDA government led by Atal Bihari Vajpayee.


This budget was notable not only for its timing but also because, until then, budgets were usually announced in the evening around 5 PM, a practice rooted in British colonial traditions. Sinha's decision to shift the presentation to 11 AM established a new standard for budget announcements in India.


Why February 1 Became Budget Day

A significant reform occurred later in 2017 when the government moved the budget presentation date from the end of February to February 1. This change aimed to enhance administrative efficiency, allowing Parliament ample time to review and approve spending plans before the new fiscal year commenced on April 1.


Previously, delays in passing the budget often hindered the implementation of plans and projects. The February 1 deadline enables ministries and departments to begin allocations at the start of the fiscal year, streamlining governance.


What Happens When the Budget is Presented on a Sunday?

Parliament will convene as scheduled, even though it is a holiday. The Finance Minister will deliver her speech in the Lok Sabha at the designated time.


While the BSE and NSE typically remain closed on Sundays, special trading sessions may be organized, allowing investors to react promptly to budget announcements.


Additionally, a Sunday budget provides investors and analysts extra time to study tax proposals, financial targets, and sector allocations before markets fully adjust. However, despite this additional time, unexpected elements in the budget could still lead to significant market fluctuations when regular trading resumes.
