The Delhi government has made significant changes to the rules related to ration cards to make the system more transparent and reach the needy. Under the new system, the oldest female member of the family will be considered the head of the family and the ration card will be issued in her name.

The government's focus is on empowering women. If there is only one woman in a family and she is under 18 years of age, the oldest male member will be declared the head of the family.

If the declared female head passes away, the oldest male member will be declared the head of the family.

Then, the second oldest female member of the family can apply as the new head of household. This means the card will not be automatically cancelled. This will save the family from having to go through the entire process again, and the benefits will continue to flow.

Ration card quotas will now be determined by district, proportional to the total number of voters in that area.

This will serve as the basis for further data-driven and balanced distribution when the new census data is implemented. This is an effort to ensure data-driven and balanced distribution.

More people will now be eligible for ration cards in Delhi. The government has also increased the income limit. Families earning up to ₹1.2 lakh annually will now be eligible, compared to the previous limit of ₹1 lakh. This change will allow more families in the low-income group to benefit from the scheme.

Certain families have been excluded from the scheme: those who own a house or land in a good colony, those who pay income tax, those who own a four-wheeler, those who hold a government job, or those who have a household electricity connection of more than 2 kilowatts. So they will not get ration card.
