From May 16, e-Khata camps in Bengaluru

The Karnataka government’s ‘Bhoo Guarantee’ 2026 scheme gives property owners in Bengaluru a chance to convert their B-Khata to A-Khata with almost 60% reduction in fees.

DK Shivakumar, Deputy Chief Minister,Karnataka, announced on X that the Bhoo Guarantee is a decisive step towards securing property ownership and bringing clarity to lakhs of families in Bengaluru. Through the ‘B’ Khata to ‘A’ Khata conversion and the Nanna e Khata campaign, the government is making the system more transparent, accessible and citizen friendly.

Shivakumar said on X: “I urge every eligible property owner to make use of this opportunity within the stipulated period and strengthen the legal security of their property.”

How much guidance value to pay if B-Khata is converted to A-Khata?
Under the Karnataka government’s Bhoo Guarantee Scheme, landowners in Bengaluru can convert their B Khata to A Khata by paying a guidance value of 2% instead of the 5% earlier.

Vivek Agarwal, CTO and Co-Founder, Square Yards told ET Wealth Online that A Khata and B Khata are important indicators of legal and financial readiness in Bengaluru’s property market.

A-Khata applies to properties that fully comply with municipal norms, including approved layouts, legal ownership documentation and regular tax payments.

Agarwal says: “These properties are considered fully regularised and are preferred by both end-users and lenders because they support home loans, building approvals, trade licences and easier resale.”

B Khata is generally issued to properties with documentation gaps, layout approval issues or planning irregularities. While property tax can still be paid, these assets often face challenges in financing, approvals and transaction confidence.

Agarwal says: “From a buyer’s perspective, an A Khata improves bankability and resale strength, while a B Khata usually carries higher due diligence and legal caution.” Policies like Bhu Guarantee are important because they help move more properties toward formal compliance and stronger market legitimacy.


What did the Greater Bengaluru Authority say?
In a post on X, the Greater Bengaluru Authority said that Bengaluru is recognised as one of the world's leading cities today. Yet for many years, citizens' property records remained in old paper files and manual registers, creating inconvenience and leaving room for fraud and fake documents.

The Greater Bengaluru Authority has also guaranteed that Bengaluru's property records will be digitized and delivered free of cost to citizens' doorsteps.More than 23 lakh property records across Bengaluru have been scanned, digitized and converted into e-Khata.

Officers of the Greater Bengaluru Authority and Members of the Guarantee Scheme Implementation Committee are delivering these e-Khatas directly to citizens across the city, free of cost.
