59 stubble bruning cases in Punjab in 15 days
Bathinda: Punjab tops the crop residue burning cases in the early harvesting season, with the state recording 59 stubble burning incidents between Sept 15 and 30.
Of 114 crop residue burning cases recorded so far across six states, Punjab accounts for more than 51%. Uttar Pradesh reported 32 cases, Madhya Pradesh 17, Haryana 3, Rajasthan 2 and Delhi 1.
The stubble burning so far has been reported from 34 districts, of which nine districts are in Punjab. Amritsar district has reported stubble burning cases in double digits.
On Wednesday, seven stubble burning cases were reported in Punjab. Amritsar has so far registered 35 crop residue burning events, followed by nine in Tarn Taran, five in Ferozepur, three in Gurdaspur, two in Moga, and one each in Faridkot, Fazilka, Hoshiarpur, SBS Nagar and Patiala.
With an uptick in farm fire cases, penal action is being taken against the violators. On Wednesday, one FIR was registered under Section 223 of the BNS (disobedience to order duly promulgated by public servant) in Patiala. Also, environmental compensation of Rs 55,000 was imposed in 11 cases, and a fine of Rs 25,000 has been realised. In nine cases, red entries have been made in the land records of the offenders.
Warnings/show-cause notices have been issued to four nodal/supervisory officers.
Every year, the Punjab Pollution Control Board (PPCB) starts recording stubble burning cases from Sept 15.
There was a considerable decline in farm fire cases in Punjab in 2025, with the state recording 5,114 such incidents in comparison 10,909 cases recorded in 2024.
As per draft rules there is a provision that farmlands where stubble burning is detected will receive an adverse red entry in land revenue records, lasting 15 months.
The red entry can restrict farmers from securing agricultural loans or selling the designated property until the 15-month period expires.
The 15-month period doubles to 30 months if another fire occurs on the same land or if the owner fails to clear environmental compensation dues. The environmental compensation is Rs 5,000 for stubble burning in less than 2 acres, Rs 10,000 for 2 to 5 acres and Rs 30,000 for over 5 acres.
