Punjab petrol pumps to refuse UPI payments above Rs 2,000: Association
Mohali: Petrol pump dealers across Punjab have decided to stop accepting UPI payments above Rs 2,000 if the proposed merchant discount rate (MDR) or digital transaction charges are imposed.
Mohali Petrol Pump Dealers Association president Ashwinder Singh Mongia said petrol pump dealers were already operating on “very thin margins”. “We cannot be expected to bear an additional charge on UPI transactions. We support the Punjab association’s decision that UPI payments above Rs 2,000 should not be accepted if MDR is imposed. Govt should exempt petrol pumps from such charges instead of passing the burden on to dealers,” he said.

The Petrol Pump Dealers Association Punjab (PPDAP) has urged the Union ministry of petroleum and natural gas , ministry of finance and oil marketing companies (OMCs) to exempt petroleum retail outlets from any proposed MDR on UPI transactions, including those exceeding Rs 2,000.
In a letter to Union ministers, and chairpersons and managing directors of Indian Oil Corporation Ltd (IOCL), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL), PPDAP president Paramjit Singh Doaba said petroleum dealers could not absorb the proposed charges.
The association referred to extraordinary gazette notification of the Union ministry of finance dated Sept 14 and sought protection for petroleum retail outlets before any new framework on UPI transaction charges is implemented. The association said dealers were already struggling to meet operational expenses because of inadequate margins.
It urged the Centre to issue an order or advisory specifically excluding petrol pumps from MDR on UPI transactions. The dealers warned if the exemption is not granted, they would have no option but to stop accepting UPI payments for transactions above Rs 2,000.
