Digital Life Certificate Campaign 2026: Starting November 1, the Central Government is set to launch its largest-ever Digital Life Certificate (DLC) campaign—DLC Campaign 5.0—across the country. This initiative will eliminate the need for elderly pensioners to visit a bank annually to submit their life certificates. Instead, they will be able to submit their 'Jeevan Pramaan Patra' (Life Certificate) from the comfort of their homes by using the face authentication feature on their smartphones. The campaign aims to issue 23 million (2.30 crore) digital certificates.

Digital Life Certificate Campaign to run from November 1 to 30

According to a statement recently issued by the Ministry of Personnel, the Department of Pension and Pensioners' Welfare will conduct the fifth nationwide Digital Life Certificate campaign from November 1 to 30, 2026. This will be the largest DLC campaign to date, organized across 2,000 cities and districts nationwide to ensure that as many pensioners as possible can benefit from this facility.

Annual submission of a life certificate is mandatory to continue receiving a pension

To ensure the continued disbursement of their pensions, pensioners are required to submit a life certificate every year. Previously, this typically necessitated a visit to a bank or the relevant office. Now, however, this process can be completed digitally through 'Jeevan Pramaan.' This biometric-based system allows pensioners to submit their digital life certificates online.

This year, the campaign will place a special emphasis on 'face authentication.' Pensioners will be able to generate their digital life certificates by scanning their faces using their smartphone cameras. This feature is available on both Android and iOS smartphones. It has been designed to be simple and convenient, specifically for the elderly, sparing them the need to make repeated trips to the bank for such requirements.

Multiple government departments to collaborate on the campaign

Various central and state government departments will work together to ensure the success of this campaign. This initiative will involve pension-disbursing banks, India Post Payments Bank (IPPB), Pensioners' Welfare Associations, the Controller General of Defence Accounts (CGDA), the Department of Telecommunications, the Railways, the Employees' Provident Fund Organisation (EPFO), state governments, the UIDAI, and the Ministry of Electronics and Information Technology. Its objective is to extend the facility of Digital Life Certificates (DLC) to pensioners residing even in the most remote areas of the country.

Services ranging from health check-ups to Aadhaar updates

This year, the DLC campaign will be conducted as a celebratory event. Alongside the Digital Life Certificate, pensioners will be provided with various other services, including health check-ups and Aadhaar updates. For elderly individuals who face difficulty leaving their homes, doorstep services will also be made available as needed.

Prompt resolution of grievances related to DLCs

Throughout this nationwide campaign, grievance officers will be stationed to address any issues or complaints concerning Digital Life Certificates. The government has emphasized the need for the swift resolution of such grievances. This is expected to alleviate the challenges pensioners often face during the process of submitting their certificates.
