LPG Supply to be Discontinued if PNG Connection Not Taken After Notice

PNG Update: The government has adopted a strict stance regarding PNG. In areas where PNG pipelines have already reached, residents who fail to apply for a PNG connection will face a discontinuation of their LPG supply.PNG Connection Update: The Ministry of Petroleum has directed states and Union Territories to accelerate the process of transitioning households from LPG cylinders to Piped Natural Gas (PNG). The Petroleum Secretary has written to the Chief Secretaries of all states, asking them to appoint a nodal officer in every district. This officer will collaborate with gas and oil companies to facilitate the expansion of PNG connections. Consumers in areas with existing PNG infrastructure will be issued a notice. Failure to apply for a PNG connection within the stipulated timeframe following the notice could result in the suspension of LPG supply.What are the rules?The government has already tightened regulations regarding the switch from LPG to PNG. Consumers in societies and localities where the PNG network is available will receive a notice. According to an order issued in March, a period of 90 days (three months) will be granted to apply for a PNG connection after the notice is served. If an application is not submitted within this period, the LPG supply may be discontinued.Under the rules, maintaining both PNG and LPG connections in the same household is not permitted; essentially, the LPG connection must be surrendered once a PNG connection is obtained. Provisions are also in place to prevent oil companies and LPG distributors from issuing new connections or refilling cylinders for such consumers.Relief upon surrendering LPGIn a rule amendment made in May, the government announced that consumers surrendering their LPG connection would receive a transfer voucher. Should they later relocate to an area lacking PNG facilities, this voucher would enable them to obtain an LPG connection again. According to the government, this measure will benefit tenants, students, individuals with transferable jobs, and families that relocate frequently. PNG Coordination Committees to be Formed in Every DistrictThe Ministry has directed authorized City Gas Distribution (CGD) companies and state-owned oil companies to establish PNG coordination committees in every area. These committees will identify housing societies and households where PNG connections can be provided. They will disseminate information to societies, Resident Welfare Associations (RWAs), and consumers, issue notices, and organize camps for connection requests as needed.The district administration will assist in securing permissions from societies for laying pipelines, facilitating the transition from LPG distributors to PNG companies, raising public awareness, and resolving grievances. To this end, states have been asked to designate an official from the Department of Food and Civil Supplies as the nodal officer. This official must hold a rank no lower than that of the District Supply Officer (DSO).Why is the Government Emphasizing PNG?The Petroleum Ministry's communication cites reasons such as energy transition, the reduction of logistical burdens, consumer convenience, and the optimal utilization of the CGD network as the rationale for promoting PNG. The Ministry believes that in areas where piped natural gas is already available, switching from cylinder-based LPG systems to PNG offers greater convenience.
