Assam DHE makes SAMARTH Portal mandatory for NEP 2020 student migration and lateral entry

The Directorate of Higher Education (DHE), Government of Assam, has made it mandatory for all student migrations under the National Education Policy (NEP) 2020 to be processed only through the Assam SAMARTH Portal . The new rule has come into effect immediately and will apply to all universities and colleges across the state.

The move aims to ensure a transparent, uniform and smooth implementation of the Multiple Entry-Exit (MEE), horizontal mobility and lateral entry provisions introduced under NEP 2020 .

According to the notification, all admissions or migrations into the third, fifth and seventh semesters of undergraduate programmes under the Multiple Entry-Exit and horizontal mobility framework must be completed only through the Assam SAMARTH Lateral Entry Portal .

The online process is mandatory in the following cases:

  • A student changes from one programme to another within the same institution.
  • A student migrates from one institution to another.

No offline migration allowed

The Directorate has clearly stated that colleges and universities must not process student migration through offline or manual methods. Institutions are also not allowed to use any alternative system for migration.

The notification says that any migration carried out outside the SAMARTH Lateral Entry Portal will be treated as unauthorised and will not be recognised for academic or administrative purposes.
