Talks regarding the 8th Pay Commission are gaining momentum among central government employees. Alongside the basic salary, the potential hike in House Rent Allowance (HRA) has also become a topic of discussion. It is estimated that if the fitment factor is set at 2.57, employees in Pay Matrix Level 5 could receive an HRA of up to ₹27,290 per month in ‘X’ category cities.

However, this is merely a projected calculation. No official announcement regarding the fitment factor or HRA has been made by the government or the 8th Pay Commission so far.

Why might HRA increase?

Under the 7th Pay Commission, HRA rates were determined based on city categories:

‘X’ category cities: 27%
‘Y’ category cities: 18%
‘Z’ category cities: 9%

HRA is calculated based on an employee’s basic salary. Consequently, if the basic pay increases due to a higher fitment factor under the 8th Pay Commission, the HRA will also automatically rise, even if the percentage rates for HRA remain unchanged.
