Meanwhile, prepare the sugar syrup by heating sugar with water until it dissolves completely. Add a little milk, simmer gently, and remove any impurities that rise to the surface. Cook until the syrup reaches a slightly thick, two-string consistency. Finish with saffron and keep it warm.
Next, shape the rested dough into small, smooth balls. Press a slight indentation in the center of each. Keep them covered while heating ghee in a deep pan.
Fry the dough balls on low heat until they slowly puff up and turn golden brown. Remove and let them cool on absorbent paper.
Once cooled, soak the balushahis in warm sugar syrup and allow them to absorb the sweetness for a couple of hours. Finish by garnishing with pistachios and rose petals.
