Sending money to the government from abroad is set to become easier! The Finance Ministry has issued new rules; find out what has changed..
A clear system is being established for individuals, organizations, or companies wishing to make payments—such as charges, fees, or other dues—to the Government of India from abroad. The Controller General of Accounts (CGA), under the Ministry of Finance, has issued new guidelines to accept international receipts via the Bharatkosh/NTRP portal. Under these new rules, payments to the government from abroad can be made using SWIFT and international debit or credit cards. Currently, payments will be accepted only in Indian Rupees (INR).
Why was this new rule introduced?
For some time, there had been requests from various ministries and departments to create an easier system for Indians living abroad, foreign nationals, and international organizations to make payments to the government.
Technical difficulties often arose when attempting to make payments from abroad for various government services, licenses, permits, certificates, and other charges.
In light of this, the Controller General of Accounts (CGA) under the Ministry of Finance issued a new Office Memorandum (OM) on June 15, 2026.
What are Bharatkosh and the NTRP Portal?
Bharatkosh is the Government of India's online payment platform.
Through this platform, individuals and organizations can make online payments—such as fees, charges, and fines—to various government departments.
The NTRP (Non-Tax Receipt Portal) is also used for the collection of the government's non-tax revenue.

What has changed under the new rules?
The CGA has clarified that the facility for international payments will now be made available on government portals.
There will be two modes of payment:
SWIFT Transfer
International Debit Card
International Credit Card
This means an individual or organization located abroad will be able to make payments to the government directly via online channels.
Most important point: Payments will be made only in Rupees.
The new guidelines clearly state that, for the time being, all payments will be accepted only in Indian Rupees (INR). Meaning:
Direct payment facilities in foreign currencies—such as the Dollar, Euro, Pound, or Dirham—have not yet been implemented.
Payments must be made by converting foreign currency into Indian Rupees (INR).
The CGA has stated that separate guidelines regarding the acceptance of foreign currency and its conversion into INR will be issued later.
