MCG to hire 4 companies to sterilise 36k strays a year, set up ABC centres

Gurgaon: MCG has started the process of hiring agencies to sterilise and vaccinate 36,000 stray dogs annually. Four agencies will be appointed, one for each zone, with the project cost estimated at Rs 2 crore per zone, officials said.

According to MCG records, 24,985 stray dogs were sterilised and vaccinated in 2024, while 16,386 such procedures were carried out between Jan and June this year.

"We have initiated the process to hire four agencies for the sterilisation and vaccination of stray dogs across the city. Each agency will be assigned a target of 9,000 dogs per year, and the contract will last for one year," said MCG executive engineer Sunder Sheoran.

As per the request for proposal, the selected agencies will be responsible for setting up animal birth control (ABC) centres, arranging vehicles, and deploying trained staff to carry out sterilisation, immunisation, and mass vaccination of stray dogs at their own expense.

Each agency must provide at least one vehicle, ensure that all vehicles are equipped with GPS tracking, and install CCTV cameras at the rear of each vehicle to record the dog-catching process. They are also required to submit daily, monthly, and annual progress reports to MCG. These reports should detail the number of dogs caught, sterilised, vaccinated, or kept under observation, as well as any deaths before, during, or after surgery.

The reports must also include the names and qualifications of veterinarians involved, the number of sterilisation surgeries each performed monthly, their registration details, and records of any post-operative complications or mortality linked to their surgeries. Officials added that agencies must strictly follow the ABC Rules, 2023, and related guidelines.

Recently, the civic body issued fresh directives to RWAs, reminding pet owners that registering all pet dogs is mandatory under the Haryana Municipal Corporation Act , 1994, and the Registration and Proper Control of Dogs Bye-Laws, 2008. In a circular issued last Saturday, MCG noted that many residents have been keeping dogs without registering them or obtaining the required licence.
