When people think about the world’s biggest digital population, many assume India holds the crown because it is now the most populous nation on Earth. With a staggering 1.30 billion internet users by the end of 2025, China continues to dominate the global digital landscape and accounts for more than one-fifth of all internet users worldwide .

China Leads the World in Internet Users


According to official figures released by China’s internet authorities, the country had over 1.12 billion internet users by the end of 2025, with internet penetration crossing 80 percent of the population. Other reports place the number even higher at around 1.30 billion users.


To understand the magnitude, China’s online population alone is larger than the combined internet user bases of several major Western nations, including the United States, the United Kingdom, Germany, and Canada.

India follows in second place with around 806 million internet users, while the United States ranks third with approximately 322 million users.


More Than 1 in 5 Internet Users Are in China


China’s dominance is not just about national rankings. Globally, over 20 percent of all people who use the internet are based in China. This means that one out of every five internet users in the world comes from a single country.

The numbers highlight how the centre of the digital world is increasingly shifting towards Asia and the Global South, with China and India driving the next phase of global internet growth.

China’s Internet Is Different From the Rest of the World


One of the most unique aspects of China’s digital landscape is that its users operate within a largely independent online ecosystem.

Global platforms such as Google, Facebook, YouTube, Amazon, and Twitter remain inaccessible in the country. In their place, Chinese technology giants have built homegrown alternatives that now dominate the market.


Companies such as Alibaba, Tencent, and Baidu have become digital powerhouses, while apps like WeChat, Weibo, and Kuaishou serve millions of users every day for communication, entertainment, shopping, and payments.

China is also leading the world in digital transactions. By mid-2025, the number of online payment users in the country crossed 1.022 billion, representing a penetration rate of 91 percent among internet users.

From street vendors and supermarkets to taxis and restaurants, mobile payments have become deeply integrated into daily life across China. QR-code-based payments dominate the retail and services sectors, making cash transactions increasingly rare in many urban areas.

China’s Massive Push Into Artificial Intelligence


Artificial intelligence is now becoming the next major battleground in China’s digital expansion.


By December 2025, nearly 42.8 percent of Chinese internet users were actively using generative AI tools. This translates to around 602 million users - a figure larger than the total population of the European Union.

The country has rapidly accelerated the development and rollout of AI platforms as it competes with the United States for technological leadership. As of March 2025, China had registered 346 generative AI services with its cyberspace regulator.

The sharp rise in AI adoption reflects how quickly advanced technologies are becoming mainstream among Chinese internet users.

India and China Are Reshaping the Global Internet


Together, China and India now account for more internet users than the rest of the top 20 countries combined. The trend signals a major transformation in the global digital economy.

For years, the internet was largely centred around North America and Europe. Today, Asia is becoming the driving force behind online growth, digital commerce, mobile innovation, and AI adoption.


As internet access continues to expand across developing nations, countries like China and India are expected to play an even bigger role in shaping the future of the digital world.
